has anyone sent money to South Africa and the recipient account has been hanged into USD and therefore they cannot access the money?

They can't add a U.S bank account unless it was opened by a U.S citizen living internationally.
This is because paypal is a U.S company and allows its citizens living abroad to add their bank accounts to other countries paypal accounts.
Most other folks can only add their own countries bank account.
However in South Africa >>>>
Scroll right down to nearly the bottom of the below link, and read the section titled ''If you have a Paypal account in South Africa''.

Which currency did you send?
Only the ZAR is not supported in S.A so they have to accept another currency.
They can accept all paypal supported currencies they just have to 'add' that currency to their paypal wallet by clicking on that wallet and adding which ever currencies they want to that wallet.
