a friend sent money he owes me - and I paid a fee. Is there an option for a no-fee non-commercial type of payment?

The friends/family option is not available in every country, so if he was not offered that option when he sent you the funds then you would not have it in Israel.

So all payments would be sent as payments for goods/services and incur a fee unfortunately.
