Withdraw funds to my own account

Hi, I just made a withdraw from my Paypal account to my HSBC USA bank account and I got charged by 3.5%, even as in https://www.paypal.com/ar/smarthelp/article/what-are-the-fees-for-paypal-accounts-faq690 it states "Withdrawing money:
You can withdraw funds from your PayPal account to your bank account at no cost. If you prefer to receive a check, there will be a fee charged.". Why is that?

Also, It's quite frustrating not being able to chat, speak or email to anyone from Customer Service. As you request further assistance in the chat windows, you get a "I'm sorry, but no Customer Support Agents are available at the moment. Please try again later or browse the PayPal Help Center for answers to frequently asked questions." from the virtual assistant

Has to be done via nubi in your country as per links.

Thanks for your reply, but I don't wan't to withdraw funds in u$s to my country, but to my USA Bank Checking Account.
As I see it, Nubi it's ok if I want to convert them to my country's currency

It seems I need to take a 3.5% cut every payment I receive from USA accounts in Paypal and another 3.5% cut to transfer it to my bank 😞
