When do we get refunded and how if my friend is unable to retrieve the money I sent by PAYPAL ?

If the money is in Pending/Unclaimed status for 30 days, the money will be returned.

If you see a Cancel link though, you may cancel it. 

If the status is Completed/Money Sent, the friend has to get access to the account to issue a refund.

They can contact customer services as guest, verify ownership to get access:

2. Click Password and account access.    
3. Click Login problems.    
4. Click Call Us after “This information might help” box.
