What to do next, how to have trust in PayPal, if the first done is blocking money

Hello,

I have recently (about 1 week ago) set up a business PayPal account. I have connected my business bank account to the PayPal account. I have then made a "test" payment to the business PayPal of 10USD

I wanted further to test how PayPal sends the money to my business bank account, because there are particular rules I have to fullfill for that bank to accept any transaction. I do not want thousands of dollars in my PayPal business account and then discover that they do not make the payment properly.

However, as I attempted to "cash out" the PayPal money to my business bank account, PayPal tells me this:

Why your money is on hold

PayPal will withhold any money from sales because:
  • You’re new to PayPal, or we have limited selling history on this account.

How to help get your money sooner

  • Process 9 more payments for goods and services.
  • Process $190.74 USD more in sales.
  • Have no disputes for 55 more days.
Now my questions:
Do I have to fullfill all 3 of those points, or just one of them?
WILL PayPal allow me to send the money to my company bank account after, or are there more surprises?

Hopefully it is understandable that I will NOT deposit or sell worth of 200 USD into PayPal, if I have no actual guarantee that I can then also withdraw that money in a proper way to my company bank account. It is also very unclear if I have to fullfill all THREE conditions, or just ONE. Can I deposit 200 USD from my personal Paypal to this business PayPal? Will that be accepted? Can I then test the transfer to my company account?

It is crucial for my business to receive the money in a very particular way, which seems to be what PayPal will do (BIC Transfer in USD, even if the country and bank Account is NOT in USD). But I must see it working first.

Do I have to fullfill all 3 of those points, or just one of them?

Have to complete some or all, according to this:

New PayPal account – payments on hold and accessing your money quicker

Note: PayPal may delay a withdraw, if necessary, for security purposes. Also, if your account experience unauthorized transactions or unauthorized access, PayPal may also temporarily block major features like sending/receiving/withdrawals to protect your account for a certain amount of time.

See the section Adding or withdrawing Funds: Withdrawing funds from your balance of the user agreement about delays.

I highly recommend reading the Help documentation category by category. It is basically the account user manual. Also take the time to read and reference the user agreement and fees page so you know how your PayPal account works.

For example, the fees page tell you how you can withdrawal money in your country (ie. bank account, card or request a check. Not all countries will have all three options) and, for how much fees:

Withdrawals Out of PayPal in English or in Vietnamese

If you are thinking about withdrawing in a foreign currency, please read):

Multiple Currencies: Managing Your Balance in Multiple Currencies

(the page is in Vietnamese language)

In English, it says:

You may only withdraw the balance in the opening currency of your account or such other currency that PayPal supports for withdrawal in your registered country/region*. In order to withdraw the balance in your account which is held in another currency you will have to convert the currency to the opening currency of your account, or it will be converted for you at the time of your withdrawal. PayPal's transaction exchange rate, including our currency conversion fee, will be used.

Note: The ‘opening currency’ of your account means the local currency of the country where we reside/live and opened the account. So, in other words, PayPal will convert the USD to VND for you when making the withdrawal or you convert the USD first and then withdraw, if that option is available.

Can I deposit 200 USD from my personal Paypal to this business PayPal? Will that be accepted?

At this time, you may send a personal payment from your Personal account to your business account but on October 31st, you cannot do that anymore, because:

Amendments to the PayPal User Agreement

Effective 7 September 2022 (Residents of Mainland China will have an effective date of 26 September 2022):

  • Business accounts will not be able to receive personal transactions starting 31 October 2022.
  • PayPal accounts will not be able to send personal transactions to business accounts starting 31 October 2022.
  • If you integrate or reference PayPal services on your website, we are clarifying that PayPal may use automated technologies (e.g., website crawling) to assess your website to ensure compliance with the user agreement and to combat fraud.

Review the updated PayPal User Agreement

Once you receive the payment and it is in your available balance (not on hold or any account blocks for security, no account limitations to verify identity or unexpected website/app glitches in general), you may transfer it to your linked and confirmed company bank account.

Hope this helps.

Kudos & Solved are greatly appreciated. 🙂

 thanks for your reply.

I am very worried about this
Business accounts will not be able to receive personal transactions starting 31 October 2022

That... means a client will not be able to pay with their PayPal anymore (which obviously will be a "personal" account, no one in the world has a business account unless they have a business)?

Then I will have to look for other solutions and ask PayPal to empty my account somehow.

How on earth would a business be able to operate, if they cannot accept payments from private clients?!

It is even against their own guidelines:

You can also use a personal account to receive payments for the sale of goods and services, but if you plan to use your personal account primarily to sell things, you should consider a business account. You can convert your PayPal account from a personal account to a business account should circumstances change.

>

They expect me to have a business account to sell things. So ... rofl. How would I sell things, if no person could ever transfer money?

This makes no sense.

A client with a personal account can still send you payment as goods and services. They just cannot send a “Personal transaction” or “friends and family” payment to business PayPal accounts after October 31st.

If a person is considered a “client”, they shouldn’t be sending a personal transaction for purchases. PayPal is doing it this way to reduce the confusion, fee avoidance and people forgetting to correctly classifying the payment type on purchases.

A personal account can still sell casually AND still send/receive personal (friends and family) transactions.

Aaah well ok - the agreements/policy there is very confusing then.

All clear in this case - I just have to actually _purchase_ something and not just send in the blue and that is of course always the case when I offer from my PayPal business entity. It is not used for personal goals (believe me my own tax authority would be very fast in stopping this 🙂 )

Thanks! I guess I will wait the number of days then, and put the thing online right after that so I can be sure the payment actually works

they are crooks - they have just paid a refund to a customer who didn't attend their event with us, when the event went ahead - we made a loss on this which is why we have clear terms and conditions in place and advertised everywhere. Paypal will do whatever pays paypal - regardless of the legal rules of the transaction which in this case was in my favour.
