What ATMs in Mexico City have the lowest fees for withdrawl using a Paypal Mastercard Debit card?

I recently used my US PayPal debit card at a Scotiabank ATM in Mexico City. Withdrawing 10,000 Pesos/$482 US Dollars cost me 1,447 Pesos/$70 US Dollars. First of all is this normal? What ATMs in Mexico City have the lowest fees for withdrawl using a Paypal Mastercard Debit card? Thank You

Sorry for any concern the fee caused. 

There is a fee to withdraw from your PayPal account at an ATM. There is an additional fee when withdrawing from an international ATM. You can find details of these fees here.

I am and hae always been fully aware that there are fees to withdraw funds.

I should have been more specific with what I meant by "is this normal?"

I was referring to the amount.

However my Main question still remains...

If anyone has any info regarding ATMs with the lowest fees using a PayPal Debit Card,

that would be extremely helpful.
