I got a refund via paypal and am not selling anything. They payment is on hold because I am a "new seller". Also paypal says they need a taxpayer ID to get the money. What am I supposed to do if I am not selling anything, but only getting a refund?

Because the refund was likely issued as a goods and services payment instead of from original transaction, you’ll have to go along with the flow. Provide tax ID and do the tasks to get the funds sooner. If you do nothing, the funds will be released after 21 days. You still have to provide tax ID though.
