Sorry, this payment can't be completed due to regulations

Hey, my brother lives in USA and he’s trying to send me money but any time he sends money a message prompts saying : Sorry, this payment can't be completed due to regulations. My paypal is Albania and his USA we both use visa card and both use usd as currency, he talked with paypal support and they told him that the issue is the other account that you’re trying to send. Anyone having this issue

I already read the article, it doesn't help to solve the problem tho

I agree to all of the stuff mentioned in the article and understand what's been declared in it

I don't get why we can't still have payments on our paypal so far although I have my cc linked and confirmed.
