Sorry About the Wait error message?

I sent money to someone I regularly send to, bout 1-2 times per month. I received an error message "Sorry About the Wait - Looks like we are having trouble connecting you right now." I tried again, same error message. I switched from wifi to phone data, tried twice more and got the same error message. I did get an sms from my bank linked to the account regarding this transaction and to confirm, which i did confirm the transaction was legitimate. I called the bank, and checked on line, the money was taken from the account. PayPal, though, shows no record of the transaction, and the recipient says money has not been received. Any ideas?
