I do understand your concern with this. Based on what you have explained, it sounds like you are having issues with our internal secuirty system when trying to withdraw your funds.
To resolve this, you will need to contact our customer support via phone. This can be done by clicking 'Contact' at the bottom of any PayPal page. Alternatively, you can click here.

I would ask that you please ensure you do not have any outstanding account limitations. You can view any limitations on your Resolution Center when you select 'Go To Account Limitations'. Also, check here to see if you need to confirm your identity by following the steps listed here: How do I confirm my identity? (CIP) (paypal.com)
It is important to ensure the bank account you are withdrawing to has your own name registered to it and is confirmed. More information can be found here: How do I confirm my bank account? (paypal.com)
This could also be a security block. I would suggest waiting for 72 hours before trying to withdraw again. After 72 hours, please try and withdraw via the PayPal website rather than the app. Please also avoid using any VPNs.
