I have transferred money to a Paypal account which is blocked. Will I get my refund back to source.

Depends what you mean by blocked, if you mean its permanently limited then they would not have the option to receive funds and so it should show on your side as pending / unclaimed?

Hi, from my side the transaction is completed but at receiver’s end it’s showing pending and he is not able to transfer it further. He asked me to further confirm the receipt but I am not getting the confirm option in my activity center. What should I do now? Thanks

Sounds as if its on hold on his side as he is a new seller, information in the link.
