Hello, I paid the wrong person and they are willing to issue a refund, but want to know will they be refunded the transaction fee?

Not if the transaction status is listed as “Completed” on your end and recipient has to issue a refund instead of denying the unclaimed payment.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
