I can`t transfer money: after entering the amount I want to send PayPal propose to me to add payment method while I`ve already have added my banking cards. This problem occurred after my account was restricted and I confirmed my identity.

I do understand your frustration with this. I would suggest you check if your card is confirmed. If your card is not confirmed, our internal secuirty system can prevent you from using it to make a purchase.
I would suggest you follow the steps here to confirm your card. Once this is done, please try sending your payment again.
Hi, PayPal_RachelK Thank you for your suggestion. I tried to confirm my card, but I still can't send money. In paypall my card is confirmed and I can received money on my account and withdraw money from it on my cards. There is another problem, which I can't solve.
