I Reporting two options 01. I got this message in my Gmail Inbox "$2.79 USD Amount owing to us " why? 02. I got this message in my Gmail Inbox " We stopped your transfer of ₹ 78.38 INR from your PayPal account to your INDIA POST PAYMENT BANK account ending in x-[removed]. The payment is still in your PayPal account, and you weren’t charged any fees. We may have stopped your transfer for one of the following reasons: We noticed some unusual activity on your PayPal account. One of your buyers filed a dispute. " Why?

Welcome to our Community Forum. I understand you're concerned about 2 different issues currently: one involving a charge for $2.79 and another for a transfer that was cancelled.
In regard to the charge for $2.79, if you see the charge in your PayPal activity and you still don't recognize the charge after reviewing the transaction's details, I'd recommend opening an unauthorized dispute through our Resolution Center. If you don't see it in your PayPal Activity, you may want to check if that email is actually from PayPal or not or reach out to your funding source to see what dispute options are available.
Based on what you've stated regarding the cancelled transfer, it sounds like there may be some issue with the transaction and it's buyer. I'd recommend reviewing the Resolution Center for any steps you need to complete or updates regarding that transaction.
