Problem issuing refund

When trying to issue a refund I get this message - "We can't process any refund at this moment due to technical reasons. Please try again later." Is there a problem at your end? If so, when will it be fixed. I've been trying since last week.

Try another browser or device and if no luck contact customer services and see if they can do it for you.

We can't process any refund at this moment due to technical reasons. Please try again later. I have the same issue , paypal message support nothing can change.. say write to tech support. Tech support answer we know about issue and closed my case and say we don't know when this fixed. Very good job. My account in United states and I can't do refund to any people one week. One week and still not fixed. What is going on??? I try use refund from my bank and can't..after press button REFUND - receive error - We can't process any refund at this moment due to technical reasons. Please try again later. Stupid agents say change browser or clear cookie but it's not helped.
