Sorry to hear about the unsuccessful payment to recharge your app. It is possible that you could be running into PayPal security system. Every time you try to make a payment, it goes through filters for any possible risk. If the system counters risk, it may temporarily block the payment from going through. In such situations, you can try the payment at a later date by clearing cache/cookies from your or try using a different browser/device.
