Google Payments Declined

I had to cancel recurring Google Payments because there was a monthly payment I didn't recognize, with the intent of then manually setting up subscriptions. Now I can't use PayPal on Google Play as it gives the message "Payment declined, contact Paypal support". I've removed and added the PayPal email in payment methods in Google Play several times.

Welcome! Thanks for joining the PayPal Community Forum. I'm sorry to hear you've run into some road-blocks adding PayPal to your Google Play. Have you tried using another funding source on Google Play and then switching back to PayPal? Sometimes that'll do the trick as Google Play is still tied to the old PayPal preapproved payment profile.
