Hello @Eldar3Mammadov,
Welcome to the PayPal Community Forum! Sorry to hear you've run into some issues receiving money. That link is specifically for customers registered in India. Can you confirm what country your account is registered in Depending on your country of residence, you may or may not be able to receive payments with PayPal.
Apologies for any inconvenience this may cause,
- Jon K

Hello @Eldar3Mammadov, thanks for the update. If your PayPal account is registered in Azerbaijan, unfortunately you are not able to receive funds through PayPal. You are only able to use PayPal to send money in that country.
Best wishes and thank you for your interest in using PayPal to receive funds,
- Jon K

Hi Jon
I have a similar problem:
I try to withdraw money from my Upwork account to PayPal, but the payment is declined. Upwork support told me that it's a problem with my PayPal account and I want to know why I can't withdraw my money
Here is the answer from upwork support:
"Upon checking, it appears that there was an error on our end when trying to process your request: REJECTED by the system: Error: The reason for returned funds: Unable to apply funds.
I liaised with our Payments team for you and as per advice, please contact PayPal support directly and ask for assistance in checking the status of your PayPal account as the error we are receiving is coming from PayPal's end. Kindly find out the reason why Upwork was unable to credit the amount to your account as we have no access to checking the error on their system. You can retry to withdraw your funds once the issue is fixed."
I look forward to your comment
thank you
