PayPal recently changed policies. Business accounts cannot receive friends and family payments and personal accounts cannot send f/f payments to business accounts. That said, business accounts should be able to send f/f payments to personal and business accounts so it could be some other issue, like a security block or the recipient cannot receive f/f payments at all because of country specific rules.
You may want to try logging in with your business account on the PayPal app or PayPal Business app to send f/f payment, for example.
