Order is pending but merchant has no record of my order on their website

When I went to purchase some Formula 1 merchandise last night I decided to check out with PayPal. On the F1 Store website (Which is run by Fanatics) it displayed an error message but the order was still showing up as pending in my PayPal account. Is it safe to redo the payment with my Debit Card (Not on paypal)? Will I still be charged for this order and if so will they give me a tracking number?

When you pay a company then it is often pending or awaiting authorisation until that company processes your order and captures the pending payment.

If they don't process the order and capture that payment then the pending status times out at 30 days post-payment and returns back to your funding source.
