My payment declined by Paypal

I have made a purchase at trimble.com for the amount of USD299.   Trimble.com has just mailed and told me it was declined by Paypal. 

My preferred method of payment is PayPal balance (more than USD400 currently available).

 

I went through and checked all points listed in "Why was my payment declined?" page.  Now what else can I do?
