I want to make a payment using my balance but I am automatically redirected to card payment

I am going to pay for a service. At the vendors website, I choose to pay with PayPal. I get linked to PayPal where I log in. Then PayPal automatically passes by the option where I can chosse to pay with my account balance, and redirects me to card payment. There is no option on that page where I can choose to pay with my balance. Only the card option. I contacted the vendor and they say the problem is with PayPal. What is this?

Read the checkout screens very carefully. They may want a card as back up to the account balance or to set up a billing agreement/automatic payment for streamlined future checkout experience with the card as back up but uses PayPal balance first.

I read the checkout screen very carefully, and there was no information saying that I needed to fill in the card information for any other purpose than paying with it. Since I did not want to go through with a card payment, I saw no reason to fill in the card information there. 

However, your hint made me go to https://www.paypal.com/businesswallet/money and check my cards. They were expired, and after adding my new card information there, the checkout stopped at the balance option. 

Very, very weak information from PayPal, but many thanks to you @sharpiemarker that gave me the hint to find the problem!
