I am not eligible to request payments

I reside in Kazakhstan. Created a PayPal account yesterday. I don't know how this service works. It says, "You are not eligible to request payments right now". Why? Please help.
Also, I wonder how PayPal works when you connect it to another platform to withdraw money from there.

@sharpiemarker I added all of the requested information. I'm not sure what else I can do to complete this verification step. How long does it take for an account to get verified? Do people usually get any notifications like "Please wait for ___ days until your account is verified" or something like that?

I'm sorry to hear you're having trouble requesting money, @meow_not_meow. As @sharpiemarker stated, verifying your PayPal account is a great first step. You can check if your PayPal account is verified by attempting to complete the steps again. You'll receive an error message stating your account is already verified if you do not need to complete anything additional.
