How to build a payment system so as to spend a minimum of money on commission?

Hello!
I registered an account from Israel and linked an Israeli card to it. In my work, I often have to sell something to foreign clients. In this regard, a number of questions arise.

1. Tell me, does it make financial sense for me to issue invoices to clients in my main currency in shekels, so as not to lose money on conversion, or if I issue invoices in dollars, no additional commissions will have to be paid?

2. If I issue invoices in shekels in order not to lose money, and I provide prices to clients in dollars, how can I find out the currency rate at which the client will pay for the purchase in order to correctly issue him the amount in shekels?

3. I have an Israeli card. Does the service collect any commission when withdrawing funds from a foreign currency account (dollars or euros) to my card? Will the commission be less if I withdraw money from my account in shekels to my Israeli card and what kind of commission is taken in this case?

I am happy to help you with your inquiries about the fees. PayPal Invoicing has no set up or monthly fees. When a customer pays you online, you’re charged a fee based on the amount of the purchase. For more information, please review our fees page. 

You can withdraw your PayPal balance to a bank account in Israel (in Israeli Shekels only), a bank account in the U.S. (in $USD only) or a Visa card. The funds will be in your account in 4-8 business days. A currency conversion fee will apply if the money in your PayPal account needs to be converted.
