I was sent a payment of $40 from my bank on my payPal account. I received (on PayPal) only 20.99 Euro. The sending bank assured me that the sub was sent in full and not converted. 1. Why didn't I receive the money in the original currency ($)? 2. What should be the commission for conversion? Is it possible to make a full refund ($40)? If yes, how to do it?
