Paypal does not support Wise / Payoneer (or any other virtual banks).
Whilst you can sometimes add an account it wouldn't work properly and Paypal advise you against trying.
If you do succeed then Paypal wouldn't be responsible for any missing funds to or from that virtual / digital bank account.

In Hungary, you can withdrawal to HU bank account, US bank account, or card.

If the system let’s you manually add the Wise account, you only want to add but do not confirm a Wise US bank account to your PayPal because you’re only doing transfers from PayPal to this bank, not using it to pay for things. Wise bank accounts doesn’t do debits well but does accept deposits. Then perform the transfer. There’s a 3% fee to withdraw to US bank for non-US PayPal accounts.

Beware that virtual banks are not very compatible with PayPal so PayPal won’t not take responsibility for missing/delayed transfers to those kinds of banks. PayPal cannot communicate with them well like traditional bank accounts. Just beware.
