I have just been paid through PAYPAL but don't know how to access my money. do I have to pay a transfer fee to my own account even though the buyer had to pay a big fee

No, you do not.
Do you see a payment received in your account?
Even if a payment is subjected to a PayPal hold, you should still see record of payment received. If you do not see payment received in your account, the buyer is a scammer.
Beware of scammers that claim by email that they’ve paid (but you see no money/payment in your account) and they have to pay a big fee blah blah blah and that you also need to pay a fee upfront in order to receive payment blah blah blah, which is not how PayPal works.
When someone pays, you’ll fairly instantly see a record of payment in your PayPal account, PayPal would have already deducted their fee.
Once you have a PayPal balance available, you may transfer out of PayPal by standard withdrawal for free or instant withdrawal for a % fee (within 30 mins ETA) where instant withdrawal is available.
