Friend failed to receive money, but money was taken out of bank account

I tried sending my friend money for something, but they never received it, and so they had to request the money from me. However, when I check my bank account, both transactions were taken from my account. I tried contacting PayPal support about it, but all they told me was that I need to ask the person I sent it to in order to request a refund.

Give your friend the transaction ID number for the first payment. You’ll find it on the email receipt or in the transaction details in your Activity page. Have your friend contact PayPal customer service to trace that payment. Once your friend find the payment or it gets posted on their PayPal account, they can issue you a refund by clicking the transaction.

Also double check that you sent payment to the correct person in the first place. Sometimes the account search on the Send & Request page is in accurate or misleading due to people with similar PayPal IDs/Names.
