Every time I try to send a payment using friends and family I get the same message.

I keep getting this - We're sorry, we weren't able to complete your payment right now. Please try again later.

 

Why is Paypal wasting my time and why is there nobody to speak to about this?

Yes, I was trying to send dollars so looks like he has a business account. Will take a look at Xoom. Thanks for your help.

Currencies?

Funding source?

New account or just new issue?

Account verified?

Cards or bank confirmed?

Is transaction pending?

I managed to speak to an advisor. It appears that the message was generated because my relative who I wanted to send F&F money to (probably) doesn't have this set up his end (in USA). Looks like a good many people will be retrying ad infinitum because Paypal software cannot identify real cause of this type of issue and instructs user to retry. I am having to send as normal business services payment and pay extra.

Sounds as if he has a business account and so can't accept friends/family payments OR you were sending GBP which he hasn't added to his U.S  account?

Anyway glad its sorted....maybe try xoom?
