Cannot send money via credit card

I have a serious problem as follows:

  1. I have zero balance in my paypal account.
  2. I cannot add funds from my bank account because all of my banks (I have three) are listed as "Direct debit - unavailable".
  3. I have a linked credit card.
  4. My identity is verified, including sending tax number, and passport photos.
  5. I have no way of adding cash funds to my account because I am not in the US.
  6. I've been a paypal member since 2013.

My paypal account works perfectly for purchasing things online through paypal, but I cannot sent money to another paypal account using my credit card or linked bank account as the source of the funds. How can I resolve this?

Thank you for all that information. I can understand how frustrating this has been! I may not be able to solve the problem entirely, but I can offer a little bit of information and something to try.

 

PayPal's security system evaluates every transaction based on a myriad of factors to determine if there is risk posed. Sometimes, based on its findings, a transaction is entirely declined. Sometimes, one or more payment methods are declined but others will work. It's very possible that the transaction has been declined during this review. If you have not made any attempts to send the transaction for a full 24 hours, you can give it another go to see if the same result occurs. If it does, I regret that you will be unable to send the transaction to that recipient using that card. I am sorry for the inconvenience.
