I requested a full refund from the seller because they didn't send the product and the refund is less than what I paid originally. The seller said that the difference is PayPal's fee.

Paypal does not charge you a fee for a refund, so if the seller didn't pay you a full refund then they must have deducted the fee themselves and sent you a part refund minus the fee.
Try opening a dispute for non receipt of item and see if you can do so selecting the incomplete refund made.
Advice is voluntary.
