After changing card, but dont know why cannot top up

Not all countries can top up PayPal balance but you’re getting a try again later type error message, leave the account alone for several days so the security system can reset/cool down. Adding a new payment source and topping up soon after may be considered suspicious activity by the system, throw in repeated failed tries, the system will lock up to protect itself.

Instead, consider paying by selecting the preferred payment source during PayPal Checkout.
