MORE USPS INTERNATIONAL SHIPPING OPTIONS?

I have shipped to an eBay buyer of mine in Manitoba Canada using Paypal, via First Class International Rates and paid $2.50 US for a 3oz thick envelope.
Yet when I tried to get that rate for for a similar size/wt pkg to an Etsy buyer in Quebec, First Class Intl. is not an option. It only shows Express or Priority and an outlandish price!!! [like over $30!!] YIKES! Anybody know why this is and if there's a fix for it?

I know of several sellers who are now able to use PayPal to print first class international shipping instead of the Priority and Express nonsense we're used to, but I can't find anything saying when the option will be rolled out to the rest of us. Hopefully soon!
