International shipping, post office has no info from my online purchase

This is driving me crazy....
Every time I pay for priority international shipping through paypal, the post office clerk has to type in all the information that should have been entered online. (when I drop off the package)
And they always complain the whole time I'm standing there... "why isn't this information already in the system?" "this information shoul be there"!
So, I am asking you, PAYPAL, wtf?
Why doesn't the info go into the USPS system when I generate an international label?
What am I doing wrong?
Get these USPS monkeys off my back!!
