I am trying to use PayPal to pay a British vendor from within the United States. My local bank's card only works within the United States, so I am resorting to PayPal. However, this transaction is no more successful. I can contact the vendor, but I am wondering whether perhaps PayPal's identity for such a transaction would be outside the United States? (This seems unlikely, but when I asked about the bank card the reason for payment denial was confidential and therefore not available to the vendor.)
What category would I use to send an email to PayPal support regarding this? Sending/Receiving Money of course, but what under that? Payment Status?

I think the UK site uses the Luxemburg site for payments.
I wouldn't bother support on this - they're going to be in the US and they won't have a clue.
Try transferring money from your bank into Paypal, then paying with your Paypal balance - that should work.
Email the seller and ask him to be patient while you do this so he doesn't file a dispute.

Alright, thanks. The vendor uses the API rather than personally arranging transactions, so I don't need to give any heads-up. Bummer for me that it takes 3-5 days, though. =(
