I am trying to use PayPal to pay a British vendor from within the United States. My local bank's card only works within the United States, so I am resorting to PayPal. However, this transaction is no more successful. I can contact the vendor, but I am wondering whether perhaps PayPal's identity for such a transaction would be outside the United States? (This seems unlikely, but when I asked about the bank card the reason for payment denial was confidential and therefore not available to the vendor.) What category would I use to send an email to PayPal support regarding this? Sending/Receiving Money of course, but what under that? Payment Status? Thanks. 😃 P.S.
