Am I covered by buyer protection

Hi, I'm trying to purchase an item online, but am leery of the site because they are using an unusual method of collecting payment. They sent me a bill to my paypal account and when I go to pay it, it just says "service" as description. My main question is if I pay it am I covered by Paypals buyer protection.
Also is there anywhere where people can look up sites that are perpatrating frauds. Been trying to find info on "onlinebuyg.com", but there seems to be nothing out there, which may mean that it's ok.

I wouldn't recommend paying an invoice that says it's a service when it's not. In fact, it might be enough to make me re-think the purchase altogether.
Why?
Services aren't covered by our Purchase Protection program - only tangible goods are. If a dispute were to arise, this would definitely make it look like you were purchasing a service.
Please proceed with caution.
