I want to pay someone for concert tickets. They just opened an account today. How long until I can pay them? Do they have to wait until their bank account has been verified?

Once the person has confirmed their email address on their PayPal account they will be able to receive funds. This is requested from them the minute they open the account. You do not need to wait until they are verified to send money.
