How do I contact Papal with the tracking code for them to verify the transaction for me and also put the funds into my account?
I have posted the item to the address and got told by Papal to tell them the tracking code so they could complete the transaction.
How do I do this?

I think it's possible that you've fallen for a spoof email. Can you copy the text from the email you received here please ?

Hey there, ChrissyDemiDev,
As red-bay says, it is possible you have received a spoof email. PayPal will never ask you to send an item without the funds showing in your PayPal account balance, either your available or held balance, if any.
If you get an email asking you to send the item and once you provide the tracking information to PayPal the funds will be credited to your PayPal account this is not from us. If you are unsure of any email you receive you can forward it to I recommend that you forward a copy of the email to spoof@paypal.com and they can review the email further.
PayPal will only address an email to the name on the account. If anything else is used it is not from PayPal. For example we will never any of use the following:
Dear PayPal customer,
Dear Account holder,
Dear Valued Customers,
Dear (email address),
Dear (eBay used id),
In addition, PayPal will never send you an email asking you for your password or other sensitive personal information, such as credit card numbers or pin numbers.
I hope this helps.

Setting aside the spoof email issue, I would be interested to know how to use the tracking code to force Paypal to release the funds. Some EBAY users are slow to leave feedback which leaves sellers at the mercy of the 21 day policy.
Thanks

You cant force the release, but, in some cases, paypal customer support will release the funds if you call them and ask them to check the tracking info. That's discretional, they wont do it automatically, they wont agree to do it for every transaction
