Hi retlaw, and welcome to the forums!
PayPal will never ask you for that type of information in an email. Take a look at Your Guide to Phishing for some great ways to tell if an email is a fake.

Thank you for the advice about paypal NOT asking or that vital (credit card, S.I.N. D.O.B., etc) in an email. Just about fell for it.
I did have an issue on eBay where I MISTAKENLY bid on an item whe I only wanted to watch it Seller filed a claim (I guess, cuz I never received any item) and then tere were disputes. I sent numerous emails to seller and eBay panel(s) I wonder if they are trying to attach that incomplete to my Paypal account?

Welcome to the boards!
It sounds as if your seller filed whats called a "Non Paying Bidder" complaint against you on eBay. While eBay may keep track of this information, PayPal doesn't (we leave that up to eBay).
If you received an email requesting this type of informaiton, I think it would be best to trash it. In fact, I believe we don't ask for SINs at all - as you may be aware, that type of information has some very specific restrictions on it.
If you wanted, you could forward the email to spoof@paypal.com (for PayPal) or spoof@ebay.com (for eBay) based on who it's claiming to be from.
Thanks!
Adrian

Is there an email we can contact to report spam emails that asks for that vital information? Either to PayPal or someone above PayPal?
Thanks 🙂
