overseas concert ticket fraud 180 days

Official concert promoter postponed concert due to covid and because of this it exceeds 180 days and customer and the performers are now no longer able to contact the promoter, i.e. so they have taken the fans money and no longer needs to hold the event.
What can we do, all I get is "sorry its over 180 days" answer, if that is the case does that mean anyone can do the same thing and defraud the fans which similar schemes?
The promoter no longer answers emails, Q&A section where customer had ask for refunds has been wiped clean, my account has also been deleted.
Internataional phone calls are automatically blocked. Even the band is no longer able to contact the prompter.
With the website online it seems they are preparing to do the same thing again at some point in the future, does PalPay just allow this to happen?

Even credit cards normally only give up to 6 months of protection for chargebacks.
After that you have the option to take private legal action against the company somewhere like a small claims court if you have that in your country?

Obviously with the covid and countries on shutdown etc, there was little we could do and we were told to wait for the rescheduling which is just convenient for the promoter to lock in and keep their money.
Now with the band officially saying they can not contact this promoter as well even via legal proceeding, they are getting rid of it from their hands as well and told fans to contact the promoter via their website, hah.
Just FYI I live in Japan and the event/prompter is in Seoul, South Korea. There is little hope of me to do any action besides trying paypal.
The band schedule to play are from Japan, if they can not contact them I have little chance. I did see the South Korean fans last post on the website asking for refunds but they also did not get any response.
Looking at the cleaned out website, I suspect they can just try another event and easily pull the same thing again.
Which sounds like he is bettrer off then me as I've lost my money at this point. I know peronally about 20 odd fans in the same situation, so in this case it seems to be a easy thing to do and have an event, postpone it for over 180 days again, nothing the customer can do.
Nice earner as they must of sold over 100 tickets for a 170 capacity venue, at about US$85 a ticket I would say they pockets 10K or so easily for doing nothing, and there is little we can do anything about it.

Well in this case the local Sourh Korean fans have not been able to get refunds, but yeah at least they could try and go to small claims court of some sort in South Korea I guess. But what is lame is the company can still have a PayPal account and accept payment and there is nothing a consumer can do unless they do end up trying to get refund before the deadline, but if they play the same covid excuse, paypal wil just let them keep the money again.
