Can PayPal refund my purchase? The PayPal account I sent money to was not the seller's

Hello. I purchased a ticket from a Twitter (X) user and sent my payment through PayPal Goods & Services. I did not receive the ticket and found out that the PayPal account was not the seller's (scammer). The scammer used a money transferring service to get my payment indirectly (I sent the money to a PayPal account, the PayPal account sent it to an Alipay account, and the Alipay account sent it to the bank of the scammer).
In this case, the PayPal user and I were both part of a fraudulent transaction. I filed a claim and the case was closed in favor of the PayPal user I sent money to because my purchase was "not covered under the terms of PayPal Purchase Protection". Concert tickets are not included in the Ineligible Items and Transactions under PayPal's Buyer Protection.
Moreover, my claim still qualifies for PayPal’s Buyer Protection program for an Item Not Received claim—because under PayPal’s Seller Protection Program, it is stated that:
For intangible or digital goods, proof of shipment or delivery means compelling evidence to show the item was delivered or the purchase order was fulfilled. Compelling evidence could include a system of record showing the date the item was sent and that it was either:
Electronically sent to the recipient, including the recipient’s address (email, IP, etc.), where applicable; or
Received or accessed by the recipient
The PayPal account I sent the money to cannot provide a valid proof of shipment or delivery of the ticket as I have not received anything from them and they were not the seller I was talking to in the first place.
How did the case close in seller's favor? Is it possible that I will be refunded and the money will not be deducted from the account I sent money to since they were also a victim?
