How is it ok that a seller adds a random fee after check out and Paypal sides with seller?

I bought a small game that was to be a gift for our kids. At check out it shows 30.70 was the total, but for some reason they added 7.67 in "TAX" when they took the $ out of paypal. Which is 32%! The item was not even taxable as far as I know. But that charge definitely was not on the receipt at checkout, nor did it show any line item for any other charge "tbd".
I opened a dispute about that exact amount, showed paypal the actual invoice, and they still closed the dispute in favor of the seller, but they would not tell me why. I appealed it and got the same answer. All this time my communication attempts with the seller failed, ZERO response. They submit tracking numbers that do not work.
And now, I have not even received the item that I paid for, and I cannot open another dispute on this transaction. Clearly I have been scammed, but paypal is not willing to help me with that at all. Has anyone else dealt with this?
