Of course, they do! This is absolutely a false assumption that they won't simply close accounts. First of all, it's not just holding the limited accounts for a while or even as they claim for 6 months, You would never get your money back if you are limited. Besides, although I am not sure how many accounts are limited daily I guess the number is not as small as you think and many of them have a considerable balance. So, please don't defend them while everything is crystal clear!

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
Advice is voluntary.
Kudos / Solution appreciated.

They are banning people for reasons not apparent to the user so if PayPal isn't transparent about it how can they be trusted? It's happening to too many people so PayPal MUST come clean. I was able to withdraw the small amount I still had in Paypal after 60 days so the ban had nothing to do with anything that I sold. Paypal C.S. are no good either as they only tell you the account is limited due to high rick etc. which is all it says after logging in to my account.
