Scam has been ongoing for years and you can tell from the first 2 words its a scam as paypal always put in your full name and not Dear Customer / User etc.
Also paypal never put a phone number in an email for you to phone them, they direct you to your paypal account and the help/contact option on their site.
Lastly orders show on your account as soon as you have done them, glad you were not scammed.
