Paypal say I'm not covered using business

I paid someone £2500 for a service through PayPal business for the protection, I never received the service opened a case gave my side which they did not see then PayPal said I was not covered by them they don't want to help regardless of there mistake is there anyone high in PayPal I can go to ??

Bit confused as to why you were denied.
Did you pay using goods/services OR friends/family?
Which dispute type did you open?
Did you escalate to a claim?
How did you fund your paypal payment?

Yes I paid by service/ goods I didn't receive the service I paid for I opened a case and PayPal said as the my money had already been sent I was not covered by them and the case was now closed in the sellers faver.
