Paypal and eBay loves scammers

Paypal is always in favor with scammers and eBay as well... when an item is delivered by USPS is not 100 percent accurate it was delivered at the right address. Paypal knows your hands are tied and still do nothing to help. Obviously they will have losses refunding. EBay is allowing scams and counterfeit and still do nothing. They delete negative feedbacks from sellers in order to buyers to fall for it and continue falling into fraud. Neither Paypal or EBay do something about it... beware of this situation!

Well Ebay has nothing to do with paypal apart from allowing paypal as a payment processor however,


Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

Thank You for that information. I do know EBay is not Paypal... prior reaching Paypal, EBay did even worse knowing the sitiation. I would like to clarify a little more... this started with a very late shipping from the seller and nothing was done by EBay... my Post Office ya currently closed and on Sundays they do not work, I was going to do on Monday to do what you explained. Aftef I posted this... a neighbor gave me the package, and 1 of 2 items was never shipped, again EBay with their convenient excuses and Paypal a few hours ago reopened the case. I do understand the payment institution. They have policies even providing very undisputed evidence... I mentioned EBay because they ask a seller to leave negative feedbacks to avoid future issues and these feedbacks are then later removed and again consumers fall into certain irresponsibilities. I am very updated with what is to be done, there is an increasing amount of listed items that are not authentic and again EBay is allowing this. 18 years with Paypal are the result of how protected I felt. Clarifying this is no matter the evidence like you said Paypal asumes automatic desicions and acording to that in these 18 years I can recall they used to deal very seriously with these issues but everything changes! If you received your parcel then if you didn't change the dispute from non receipt TO not as described you would lose.

Try contacting customer services and explaining what happened and request a dispute for item received but not as described ie only 1 item?

Or if you funded your paypal payment via a credit card talk to your card issuer?
