Why am i getting a response saying to comply with international regulations this transaction has been declined

Is it a private sale or website or adding funds etc?

Can you just give a gist of the transaction type?

Adding funds to bet mgm sports book. PayPal is one of the deposit options

It may be an option but its against paypals acceptable use policy, section 6(6) without prior approval.

Well i know plenty people that use PayPal to deposit and withdraw on betting and everything sports book has the option to use it. If it wasn't legal it definitely wouldn't be one of the options. Different sports book have different deposit options but they all have PayPal as an option. I understand it saying gambling on that link but its actually the most popular deposit/withdrawal methods on all sports books

Not illegal, you just have to get preapproval before you can use your paypal account on these sites.

Read the AUP.

Its been confirmed by the moderators on here that paypal accounts generally cannot be used for gambling or gaming.
