PayPal false Information

Hi, i have NordVPN Abo. On Black Friday we get offer , 40% off for next 2 years. I order new Abo but few days later Paddle.com (payment service for many software companies) take over pay pal around 118 € for Abo and that for one year! After contact NordVPN i get new offer and new Abo for 2 years. Now PayPAl will not refund me my money, even i dont get my Subscribtion done from Paddle.com. I talk to PayPal support and they tell after my information i dont need done anything more, then Paddle.com is ignoring them too. Few days ago i got Question from PayPAl to add more information, 3th time BUT anytime i try to answer the page is got refresh and answer isnt posible. Again talk with Support from PayPal and they say "no worry is server problem we get all we need". Today i got notifaction that they decide that they dont refund the money. How can that be posible, i dont get Software, i get false information from PayPal and after small reaserch i see many other customer have same problems with refreshing page, by try to answer. I understand your concern about the outcome of the dispute. If you’d like to appeal the outcome of a claim, you can do within 10 days of the case closing. You can request an appeal by contact the support team ad the contact options to reach the team can be found in this article : How do I contact PayPal customer service?
