I purchased some hollyhock seeds after looking at an add on facebook . The package arrived about one month later and it was empty !!
There was a letter inside the package from The Australian Department of Agriculture saying they had destroyed the seeds as they were unacceptable due to the biosecurity risk .
I contacted the seller twice suggesting he supply a Phytosanitary certificate which was required to let these seeds into the country .
No help from the seller and no refund . Next I filed a complaint through the Resulution centre and after about three weeks Paypal said my request for a refund was rejected as the seller said the package was delivered .
I am now trying to get some sense out of Paypal as to why they rejected my claim . I supplied the letter from The Department of Agriculture , still no help .
Do I have any means to now get a refund or get seeds that are approved ?
